They have their finger on the pulse of the seedy underbelly and streets of New Orleans; Biker gangs, criminal organizations, junkies, alternative music scenes, underground raves, homeless shelters & soup kitchens, dive bars and strip clubs, war veterans and alcoholic anonymous support groups, construction workers, cab drivers, bus drivers, truck drivers, all the drivers! While Eden's gaze is high, the Severed Hand's gaze is low, keeping watch over the common people, the lower middle class, the poor and the disenfranchised.

The Severed Hand was formed by Grayson Carter, a Gangrel and ex War Veteran, simply because he did not trust the Patricians of Les Fleurs du Jardin d'Eden... or at least he didn't trust that they wouldn't fuck it up when it came to the streets. Grayson took it upon himself to surround himself with those who didn't fit into the Patricians' grand plan and made sure that together, they made sure to go where the Ventrue wouldn't go, and take care of problems the Toreador wouldn't touch with a 10 foot people. While the Krewe originally only intended to gain influence over the lower spheres of mortal existence, such as the homeless, the poor, the disenfranchised and the abandoned war veterans like Grayson himself, their portfolio came to grow to include everything the other Krewes didn't care to handle; the city's criminal elements, as well as the industrial and transportation industries... and when things settled down and New Orleans began to come alive again, the dirty and grimy alternative music scenes were a natural addition as well. Now operating mainly out of an old dive bar closed to the public in the Central City district, the Severed Hand spend a lot of their nights patrolling the streets within the city's limits and making sure they stay in control of their fields of influence.
